2011 Wooden Shoe Tulip Festivql Flights

The Iverson family welcomes Balloons to fly during their Tulip Festival again this year. The Festival dates are March 25th through My 1, 2011.

The launch field this year will be the grass field on the west side of the back parking lot (the "middle" grass field). With all the rain we have been experiencing the fields are VERY soft. Please avoid driving into the fields until they firm up. there is one field where corn was grown last year. Unless you want to donate your equipment as a display until later this summer, please be very careful in this area.

We are welcome to come fly weekdays and weekends. Current field conditions are posted daily on the Wooden Shoe Web Site WWW.WoodenShoe.com .

To ensure our good neighbor policy please follow these few rules:
1. Set up by backing your trailer to the edge of the field from the parking lot and avoiding driving in the field if possible. This will become increasingly important as the grass fields start to grow.
2. Consider the impact on the general public population when conducting your post-flight ceremonies. Location and use of adult beverages could cause problems if not used wisely.
3. Be friendly. Much goodwill happens when we chat with folks, pose for pictures, and offer tether rides. Promote our sport.
4. Leave only footprints. What you bring, goes home with you please.
5. Fly safe. Be respectful of landowners.

The flights are promoted by our club, but are a non-sponsored event. Let's set the stage for a fun filled 2011 flight season filled with lots of club fly outs.

Wild Turkey Farm, Wilsonville

Situation: Balloon flew low over farm this morning spooking horses. Horses broke through a fence. No injuries.
Wild Turkey Farm is a large horse breeding farm located approx. 3 miles west of Wilsonville on Wilsonville Road. The farm occupies land on both sides of Wilsonville Road. For the past couple of years this farm has been transitioning into a breeding farm from a show farm. The area north of Wilsonville is being into lots with the intent of having homes with horses. A number of very large barns have been constructed on the north side and are easily identified. These barns are stall and breeding areas.
The caretaker has requested that Balloons avoid the area if possible and maintain at least 1,000 Feet AGL while in the area.
The caretaker indicated that the Owner would be moving in soon and that they absolutely did not want balloons upsetting the livestock.

Wire strikes continue to be a significant contributor to helicopter and fixed wing general aviation accidents. Although these accidents are not always fatal, about 30%do result in a fatality. Not only is there the cost of a human life, these strikes can also have enormous economic impacts on the aircraft owners, utilities, and general public.

NEW HAZARDS ON THE HORIZONS……MET TOWERS

MET towers (Meteorological towers), are used to gather wind data necessary for site evaluation and development of wind energy projects. They can be erected very rapidly and may be on site from a few days to up to a year or longer. Towers generally range in height from 30, 50, 60 and 80 meters tall. Any tower less than 200 feet in height is not required by regulation to be lighted. At this time there is no standardized notification system in place to indicate when and where these towers are erected.
These are not posted in any Airport Facility Directory, NOTAMS, etc. unless they interfere with airport operations. BE ON THE OUTLOOK FOR THESE HAZARDS…!

Wooden Shoe Tulip Festival

Barb Iverson asked me to thank everyone who flew, crewed, or just came to enjoy the Tulip's this year. She really appreciated our involvement and contributions to the event. Judging from the freeway to field lines of cars almost every weekend, and the number times my phone rang with people asking "are the Balloons going to be there?" the festival was a great success.

Designated Pilot Examiner

I am pleased to announce that I am finally in the final stage of completing my training to become the appointed Pilot Designated Examiner for the Portland FSDO office. The final stage is performing Practical Tests for Private and Commercial applicants under the supervision of the FSDO. I have completed the Private portion thanks to Dale Justice and Robert Prinslow who permitted me to perform their Private Practical Tests.

As of now I'm a DPE in Training who is available and looking for a willing Commercial Pilot applicant. If any instructors have students prepared for their Practical Test please contact me. For now the process may be a bit confusing as exams will have to be done subject to the availability of a FSDO Examiner.

It has been a long process but I'm looking forward to offering a much needed service to balloonists in Oregon.

How many pilots does it take to assemble a balloon...

Helped yesterday while Tim Gale and Jerry Gobet had over an hour flight and never left the property. Tulips are starting to bloom; just need a couple warm sunny days.
The fields are WET WET WET so come prepared to tarp. Jerry commented about seeing lots of standing water in fields around the farm so select your landing spot carefully.

Was great to get out.

Is spring upon us??

My trees are in full bloom, the sun has shown its bright face for the past two days, and many in our area got current yesterday, so spring must be just around the corner.

As we dust off the cobwebs and get ready to start the flying season it is a great time to do a thorough check on our equipment and ourselves. Please take time to refresh yourselves on the reg's and your personal minimums before that first flight. Take extra time on that first inflation using your checklist and checking your equipment. Let's also remember that the landing areas are still soggy and be extra careful to avoid causing damage to fields.

Today I learned that Energizer has cancelled their Balloon program. That big pink bunny will be missed by kids young and old. Over the years Glo has provided uncountless entertainment to so many. They will be missed, but forever in our fondest memories.

A resource for users of the Federal Aviation Administration WINGS - Pilot Proficiency Program to ask questions, make suggestions for improvement, and offer best practices.

Initial WINGS Changes Announced
The WINGS - Pilot Proficiency Program requires that six (6) separate tasks be completed to a standard proficiency level (using an appropriate FAA Practical Test Standard) to earn a phase of WINGS. These tasks are determined after a review of primary accident causal factors reported in aircraft accident reports. These tasks presently fall into one of the following areas.
Knowledge Tasks
a) Aeronautical Decision Making
b) Performance and Limitations
c) Preflight Planning

Flight Tasks
a) Takeoffs and Landings
b) Aircraft Control
c) Basic Flying Skill

The typical user of the WINGS program fulfils these task requirements by taking online courses, attending seminars and events, and flying with an instructor. Currently there are three phases or levels in the WINGS – Pilot Proficiency Program: Basic, Advanced, and Master. For each phase or level of WINGS, the six activities specified by the FAASTeam must be completed within a twelve-month period to earn that phase of WINGS.

The FAASTeam will modify the system to work as follows:

There would still be three levels in the WINGS – Pilot Proficiency Program. However, the word “Basic” will no longer be used, as it connotes a meaning not intended by the FAASTeam.

In addition, within each level, pilots will be able to earn phases each time they complete the six tasks required by the FAASTeam. For example, when an airman completes the six tasks specified (three knowledge, three flight), they will have completed the first level and phase of WINGS, or WINGS Phase I. The airman can complete a phase of WINGS, consisting of six activities, as often as they would like. For each additional six specified activities an airmen completes, they will receive another phase of WINGS, for instance, WINGS Phase II. This will continue in like manner each time the airman completes an additional six activities, for instance, WINGS Phase III, WINGS Phase IV, etc.

An airmen who wishes to demonstrate a higher level of proficiency can earn the Advanced level of WINGS. They do this by demonstrating a higher level of proficiency while completing an additional set of six activities. An airmen can complete as many Advanced phases of WINGS as they would like, for instance, Advanced WINGS Phase II, Advanced WINGS Phase III, etc.

In addition, airmen can also complete a Master level of WINGS by completing an additional six tasks by demonstrating even greater proficiency. The Master level can also be completed as many times as possible and the airman earns phases just like they do for the previous levels.

This change will be implemented as part of the WINGS Upgrade planned for launch in December.

This morning 34 balloons graced the skies over Prosser. Many of the balloons did a splash and dash on the Yakima river. Hoping that the wind slows down for a glow.

"OSU students duck disaster, safely land balloon. In hindsight, it may have been an enterprise doomed by circumstance: Oregon State University students lost control of a hot air balloon Wednesday morning, although they managed to land it safely in the Timberhill area.

Witness Tiffany Chona, who contributed the above photograph, said she happened to look up and see the balloon as it drifted down to land at Buttercup Drive sometime between 7 a.m. 7:30 a.m. It caught her attention.

"It's not something you see every day in the neighborhood," she said.

Chona immediately spoke to the people in the balloon to see if they were OK. She learned that they were OSU students who had launched the balloon at Martin Luther King Park (formerly known as Walnut Park), but soon realized that something was wrong.

After a brief descent to the north, they managed to get it landed before approaching the heavily wooded area just north of town.

"Luckily, they didn't hit anything in the neighborhood," she said. Once it was clear that nobody was hurt, Chona said the mood was lighter.

"We teased them, (saying), 'Next time you land a hot air balloon in the neighborhood, it better not be Duck colors.'"

No official report of the incident could be found, and Chona said she didn't know the identity of the quick-thinking, fortunate balloon pilots. Anyone with more information about the incident is invited to call city editor Theresa Novak at 758-9527 or send e-mail to theresa.novak@lee.net."

No Competition at Albany

At last week's committee meeting we were informed that our insurance carrier has said we can not drop any object from any aircraft. This cuts out our baggie dropping on targets and the fixed wing aircraft flour bomb demonstration. For those of you who are bringing your "bears in a bag" -- please do so. We will set them up to be judged.

Jefferson Mint Festival

This morning 13 balloons lifted off from Jefferson High School in Jefferson Oregon for part of the Jefferson Mint Festival. Winds were calm and everyone enjoyed a wonderful flight. After the flight, many of the pilots and crew decorated their baskets and chase vehicles to take part in the parade.

We have limited resources, but would be able to supply some propane, and possibly more. Would anybody be interested in joining us on either day? We would also like to host a balloon for doing tether rides? Would anybody be willing to do that?

The area east of I-5 and South of 205 is a known caution area. A number of landowners in this area notified the Tigard Festival this year that Balloons were not welcome due to high value crop production and prior abuse by Balloonists.

The newest PZ reported by a Festival Pilot is
Larson Farm Nursery” near the corner of SW 65th on Stafford Rd.
The Balloon crew approached the owner after the balloon landed asking permission to retrieve the system. The owner said they didn’t want balloons landing there because of the previous problems with past balloonists running thru their nursery and disrupting their business.

Kevin Knapp is one of three candidates and in my opinion would be a very positive influence helping the BFA in the future. I encourage you to consider voting for Kevin.

BFA Western Region Directorship

You may know that our own Cory Miller lost being elected last fall to the BFA board by just 3 votes to Gary Eaton. Gary was forced for medical reasons to recently resign the position of Western Region Director. When this happens the BFA Board appoints someone to complete the term.

At Thursday's WAS's BBQ/Meeting it was announced that Cory was being considered for the Position. Paul Cheatham, a visiting Pilot from California, also announced that he was being considered. At this point I was beginning to look forward to some serious arm wrestling or some other form of entertainment to settle this situation. Paul settled it by saying he was declining and throwing his support to Cory.

Later, Cory received a call from the BFA Board announcing his appointment to the position of BFA Western Director to complete Gary Eaton's term.

WAY TO GO CORY ! Congratulations and I hope you're looking forward to some exciting times ahead. I belive this shatters the glass ceiling that dictated that only 'Pilots' were qualified to sit on the board.

Allstate Festival of Balloons

Thursday nights "BBQ" was a bit different this year as one of the Festival's Sponsors, California Kitchen, catered the dinner. Everyone enjoyed a variety of Pizza's, breads and salads. Many thanks to Cory for organizing the evening and to WAS members for your help and participation.

Festival flights occured on Saturday and Sunday mornings. We got 'weathered out' on Friday. The weekend flights gave our communities a great show with the balloons scattering over a wide area. The 'record' for long distance was a toss up between Bill Woodhead flying WWJD to Canby on Saturday, and Michael Blum flying Betty Bovine to Gladstone on Sunday with a splash and dash in Lake Oswego along the way.

Both Friday and Saturday's night glows came off great. With less than perfect conditions we stood up the Corporate Balloons on Friday and scattered other baskets around the field. On Saturday everyone who participated stood up their balloons a little before dark and had a wonderful time entertaining the crowd. Darren Kling (ReMax), Kevin Knapp (Mayflower) and Michael Blum (Beemster Cheese) lined their balloons across the field and did an all-in-one stand up. Once they were up the remainder of the field stood up their balloons.

Our own Laura Hancock received the Brick Morgan Memorial Sportsmanship Award for delighting neighborhood kids with tethered rides after landing in their neighborhood on both Saturday and Sunday. On Saturday she entertained the kids for over an hour and half until her fuel tanks ran dry. Way to show the "Ballooning Spirit" Laura.

Many thanks to all our members who participated in one form or another. See y'all next year.

Today amid the mist and raindrops another successful crew school was held for those volunteering to crew at the Allstate Festival of Balloons next weekend.
One more giant step toward next weekend's fun filled activities.

Jefferson Mint Festival Flyout

Arrangements have been made to have a informal balloon flyout as an added attraction to the Jefferson Mint Festival, flying from the Jefferson High School. Date is July 25th. There are no sponsors -- i.e., no money for pilots. However, rides will be offered to the public at $180/person. I will be putting up handbills around town. Pilots and crew are welcome to camp out at the LeDouxs -- just let us know. After the flyout those that want to will join the parade. So plan on some decorations. Theme is "150 Years of Hoppiness." Memorial Day at Jefferson

I just gotta say -- we have the very best pilots and crew here in the PNW! Seven balloons flew from Jefferson High School on Monday. Due to the critical time of the year for crops, the landing sites were the Albany airport, Timber Linn Park or several small areas around the airport. Four landed on the airport in a nice neat row, two landed in park and the other made it to a manufactured home park. We had very fast upper winds - reports of 19, 22, 26 mph. The flights were fast and short, time-wise. About 7 miles as the crow files. We ended the morning with a nice after flight brunch at local crew John and Margie's house. Thank you to all, you made me proud.

Walla Walla Balloon Stampede Day 2 and 3

Saturday Evening, about 7 balloons gathered in hopes of having an afternoon flight. The winds were forcasted to start dying off as it got later into the day. Around 6:00 pm winds were pretty light and so the inflating began. We had an amazing afternoon flight that lasted about an hour.
The glow was a huge success. Winds were down to about 1-2 for the glow.
Sunday Morning winds were around 2-3 for the launch. All balloons lifted off and many had the chance to land and trade out passengers. Many of the balloons again landed at the airport.
A huge thank you to Jerry Cummings for all of his countless hours in putting this together. He worked with the chamber to help them run an excellent event. Also, a huge thank you to all of the volunteer crew that came out day and night to help this event become a success. We could not have done it without you.

Walla Walla Balloon Stampede

This is the 35th year of the Walla Walla Balloon Stampede. This year, close to 40 balloons will partake in the festival.
We arrived late Thursday night. Friday morning rolled around pretty fast and we headed to the launch field. Every year, they have all of the balloons go to various schools around Walla Walla and launch from there. 5-6 balloons per school.

The forecast winds were a little faster than most felt comfortable in, but there were 7 balloons that launched and had a great flight. Most of the balloons landing at the airport.

Day 2 of the event- Saturday- Winds were a lot calmer from yesterday. All 40 balloons were together for todays launch. 2 waves to get them all of the ground. Gentle winds at takeoff but at the landing they were beginning to pick up. Most of the balloons landed at the airport just off the runway. Now comes the adventure- getting to the balloon at the airport. If you have never flown here, they have a crew class that tells how to gain access to the airport. Since it is an active runway, you have to be escorted back to the balloon and then once packed up if the escort vehicle is not around, you must turn towards the tower with your headlights on. He will then come and escort you. Since most of the balloons landed there today, They had several escort vehicles coming and going.
The weather looks good for afternoon flights tonight and looks great for the glow.

Another light and variable flight today. 4 Balloons launched from the field and had a quite pleasant flight to the Northeast. Varying speeds and steerage made for a very enjoyable flight. Three of us landed within a hundred yards or so from each other and the other was having so much fun they flew a bit further.

The fields are as Barb says in their full "WOW" stage. The Festival has been extended one more week so let's hope for good weather for one more fantastic flight over the Tulips.

Nice flight this morning from the Tulip Fields. Tim Gale, Jerry Gobet and I had fun.

Not much (read hardly any) color yet, but buds will open soon if we get a couple warm days.

Suggestion: Come early, land early. Morning breeze is kicking up fairly early. Light winds today (6 max on my flight). Flew almost 1 1/2 hours. By the time we got packed up flags were standing straight out. Very common for this part of the valley.

31 degrees on the field this morning and fields are muddy (duhhh).

Wooden Shoe Opening Weekend March 28,29

This weekend is the first opportunity to fly the Wooden Shoe Tulip Festival.

Mother Nature however doesn't seem to want to cooperate. A storm will pass thru on Saturday and linger on into Sunday with associated moisture and windy conditions.

Rather than risking a wet balloon I will hold off flying until the following weekend. However for the more adventuresome, the Festival would love to see some color.

Madras Collage of Culture Will not happen in 2009

I just received a call from the Madras Chamber to let me know that the 2009 Collage of Culture has been suspended. They are going to revisit the idea in Sept. 2009 and hopefully take place again in 2010.
All pilots that participated in the event last year will be receiving a letter to explain this as well.

Each year the Balloon federation of America offers a number of scholarships. Applications for this year's program will be due soon. The following information is provided from the BFA Youth Program web site.

It is my pleasure on behalf of the Balloon Federation of America Youth Programs to announce that the tradition of awarding scholastic achievement scholarships will be continuing during 2008/2009! The BFA Scholarship Program is proud to provide the opportunity to eligible BFA Hi-Flyers for financial assistance towards educational opportunities in aviation as well as college or trade school.
Three scholarships are available:
The Bill Murtorff Aviation Education Scholarship
Awarded annually. The deadline for applications is July 1, 2009. The scholarship recipient will be announced and funds disbursed during October 2009. The purpose of this scholarship is to assist with the financial support for the BFA Hi-Flyer to attend a Part 141 Flight Training School. Amount of award will not exceed $500.00. *Recipient must currently hold a student pilot certificate and be actively pursuing a private pilot lighter-than-air certificate. Recipient must be a Hi-Flyer with membership current at time of application and award.
The Balloon Federation of America Scholastic Scholarship
Awarded annually. The deadline for applications is July 1, 2009. Scholarship recipient will be announced and funds disbursed during October 2009. The purpose of this scholarship is to assist with the financial support of a BFA Hi-Flyer pursuing an associate or bachelor degree. Amount of award will not exceed $500.00.
Earl MacPherson Memorial Scholarship.
Friends and family of Earl MacPherson, in honor of his committment to our sport, have established the Earl MacPherson Memorial to the BFA Junior Balloonist Scholarship. Earl not only raised his family in our sport but he counseled many of us in the name of safety so it was heartfelt that his should become a name our youth know too. The Earl MacPherson Memorial Scholarship will support young balloon enthusiasts seeking to expand their piloting and academic knowledge by permitting them to attend camps, piloting seminar and ground school opportunities, or college.
Those selected to benefit from the scholarship will be Balloon Federation of America youth program members with current membership in good standing. Acceptable academic achievement will be considered as will involvement with organizations outside of ballooning. Once the scholarship is funded, the application process will begin.
To apply:
 Submit a grade report from the current school year
 Document involvement in school or civic activities outside of ballooning
 Write an essay explaining why you are a good candidate to receive the Bill Murtorff Scholastic Scholarship.
 Document any extenuating circumstances you feel the committee should consider when evaluating your application.
 Include number of years involved in the junior balloonist/hi-flyer program
 Hold current membership at time of application and award

It is that time again and we have wonderful news. There are balloon camps scheduled for Michigan and Texas this year! Both camps are set to occur in July and we need your help in getting the word out. The camps are 5 day, co-ed camps. All campers will stay in college dorms under supervision of BFA/SEMBA/AAAA volunteers. The age group will be 13-18 year olds and the camp tuition will run only $395 for the week! Those of you who send kids to camp know what a great deal this is:) Not to worry, there are also scholarships available if needed. BFA/SEMBA member Tom Jones is coordinating the Michigan Camp and I (Shelley
Caraway) am doing the Texas camp.

The campers will complete a teen ground school and tether, weather permitting. They will also get hands on experience with different balloon systems and tour facilities that support ballooning (National Weather Service, repair stations, meteorological sites, etc). We need help though. Volunteers are needed to staff the camps and teens interested in ballooning are encouraged to come to camp. If you have a teen crew person, this is a wonderful opportunity to gain ballooning knowledge and further sow the seeds of our sport. If you are updating your FAR/AIM and sectionals, please consider donating the out of date ones to us. GIS skills are a big part of camp and any and all donations of GPS equipment are so appreciated. Remember, all donations to the BFA are TAX DEDUCTIBLE too!

day 2 is now in the books. 9 balloons launched from Mount Vernon middle school this morning. The other 3 balloons set up in various cities and provided tethers. Laura Helped a 91 year old lady celebrate her birthday by giving her a ride.
Tonight was the night glow. All of the balloons stood up at the John Day golf club. Attendance was around 750. It was a real crowd pleaser.
The weather for tomorrow looks wonderful as well.

Grant County Oregon Balloon Fest

The first day of the Grant County( John Day) balloon fest has come to an end. This morning all 12 balloons lifted off from Mount Vernon Middle School and graced the skies with color. Everyone in attendance was excited to see all of the balloons. After the flight, all first time riders were lined up for one big celebration. Because of the temps this morning, we were very generous in not dousing them for their celebration.
All the pilots and crew went to breakfast at a local place and one of the sponsers. Although they were warned that we would all show up, I do not think they were prepared for the mass numbers.
The pilot and sponser dinner tonight was excellent as well. This was opened up to the community and the place that we had dinner was packed.
Everyone in town is very appreciative of us coming to town. Everywhere we go, they all stop and thank us for coming to make this happen. Everyone is very nice and this event is on my top 5 favorite events and it is only day 1.

Tomorrow will be more flights and a nite glow. I will post after tomorrows activities as well.

Evergreen Aviation Museum Balloon Flight

Today was the first balloon event from Evergreen Aviation in McMinnville, OR. 13 balloons showed up and graced the sky with color from the museum. A huge thanks goes to Laura for putting this together, the pilots and crew that showed up and a huge thank you goes to the staff of Evergreen for going out of there way to host us.
Everyone that I talked seemed thrilled to have us there and they would love to have us come back again. Thank you to all the pilots that took up evergreen staff. The positive PR from this event will be huge.

WAS Celebrates 10 years as a club

On Saturday Aug 23rd the WAS balloon club held a 10 year anniversary party. Speakers included current president Cory, Past President Cheryl and a special treat from Greg Miller- the first president of the club. Thank you to all that attended and made it a great event. Also thanks goes out to Kong for bringing the inflatable birthday cake. Thank you to all that shared in this special day.

the official date for the club's 10 year anniversary is September 8. With all of the pilots and crews in town for the Albany event, it was held during this time.

Albany Art and Air Fair 2008

Well the 25th anniversary of balloons flying over the city of Albany is now in the books. We were able to get 3 great days of flying in plus a fantastic night glow with very little if any wind. Thank you to all who helped make this a great success. A huge thank you goes out to Marianne for being the balloon mister, Bob for the weather reports and Jo Rae for all her help finding great crew for us all. We will see everyone back next year.

Pendleton Balloon Flights October

As most of you know, After 12 years there will be no Balloon BASH in Pendleton this year at the end of October.

Several pilots have asked about the possibility of going to Pendleton for
a few days to fly in some type of "no host" get together.

The biggest challenge in making that happen has been availability at the
Resort for rooms, etc ...

We think we've come up with a date that could work (for those that
are interested in joining us) beyond the guys and gals we already know
that want to come and play for a few days.

We're looking at flying :

Thursday October 9th
Friday October 10th
Saturday the 11th, and
Sunday morning the 12th.

Despite the No Host status, folks at the resort are flattered that pilots
still have asked to come fly. Dave Franklin has assured me that he will
arrange propane and marketing is working to get us the best possible
rate at the hotel.

I'll send a note to those of you that have been on the invitation list to
the event this weekend.

To those of you that have never had the opportunity to fly from the
Wildhorse Resort, this is your opportunity to learn why the place
is so special to those of us that fly there regularly.

No hooks, strings or anything special required. Come for the entire time
or just one day. Nothing is expected of you other to come out and enjoy
yourself and the company of other balloonists, for what will likely be the last get together of the year.

Kent Couch ( Lawnchair Guy from Bend) Good or Bad for our sport

Recently, Kent Couch from Bend, Oregon decided to attempt flying across state lines from Oregon to Idaho with nothing more than helium balloons and and lawn chair. Armed with a BB gun and darts he set out on his mission. While he was successful in flying across state lines, I feel that he did damage to our sport. Once his lawn chair and balloons became airborne, he became an aircraft. He did not apply for an expermential license nor did he obtain the proper licensing to operate an aircraft.
By obtaing neither of these, and every talk show in the country wanting to have him on, very soon everybody that has ever wanted to attempt this will be lifting off. They too will want the same fame that has resulted of this. Now, every attempt we have made to try to improve landowner relations may go out the window.
We as a balloon club and the BFA as a whole need to have an issue with this guy. With the proper procedures and promotion as a balloonist this could have been a good thing for our sport.

Tigard Festival of Balloons

We had perfect weather for the event this year. There were four great flights plus a nite glow. Thank you to Jim Smith for all of his hard work in putting this together. Without him this event would not be a success. This was one of the best events that I have attended in Tigard

Tigard Festival of Balloons BBQ

There will be a BBQ after pilot check in for the Tigard Festival of Balloons. This BBQ will be June 12 and we will start serving food at 5:30 pm. This is open to all pilots and crews and there is no cost to attend this event. The Willamette Aerostat Society Hot Air Balloon Club is hosting this event. To help us out, if you can reply how many people are planning on coming that would be wonderful so we can make sure we have enough food.

There is no real agenda for the night except to have fun and enjoy the company of other balloonists. This will give you a chance to sit and talk with those you have been meaning to catch up with but have not had the time. This will also serve as our regular meeting. You do NOT have to be a member of WAS to attend the BBQ

This isn't the greatest picture but this is the first time we stood it up at Allen's house, it hasn't been flown higher then a foot off the ground in this State yet. We are hoping to get it in the air Memorial Day if the weather permits and get some better Photos to share too. I'm so proud though, so I had to post something.

We are also looking for "experienced" crew and pilot trainers in addition to Allen and Bill to show us how they do it. So let us know if anyone has an interest or time.

Propane prices around the Northwest

Walla Walla Saturday

Well the weather cooperated this morning and I believe all balloons were able to launch this morning. I heard there are around 40 balloons here this weekend. The sky was filled with color. There will be pictures in the newsletter from the event. The weather for the night glow looks good as well.

This morning we tried to launch the balloons from various schools in Walla Walla. Only 3 balloons launched the others decided the winds were a little too strong. Weather reports looked good for afternoon flights. Around 6:00 pm 10 pilots decided to set up and have an afternoon flight. What a great time. It has been a while since I have done an afternoon flight.
Tomorrow looks really good for morning and afternoon flights as well as the night glow. Check back for more details from tomorrow

Walla Walla Balloon Stampede - Day 0

Day 0 is in the can.

This morning a number of Balloonists, crew and friends met at the Veteran's Hospital for the annual pre-festival flight. A chilly morining with 'brisk' winds greeted us and prevented any flights. Scott Spencer inflated the Coke Bottle Balloon for media shots. The inflation went something like - a slow inflation, it's up, it's swaying left, it's swaying right, voice from the basket was heard "when it comes back, pull it down", it's down...

Shortly later everyone was off to breakfast and a day of exploring Walla Walla.

Pilot Registration was a great time. Lot's of socializing and meeting sponsors and crew.

Tomorrow looks better for the 'Friday flight from the local schools'.

Tom Tom GPS

After months of looking at and wanting to get a GPS, I have decided to go with the Tom Tom One XL. This has a 4.3" screen. I am amazed with how fast it receives the directions and really love the ability to find points of interest along the way such as gas stations and resturants. I can now see that this will be a very useful tool for ballooning. I am very excited to see all the posibilities this has.

The BLOG posted at the end of this message is the only one that I found about Releases and Preflight Passenger Briefings.

I do not have the capability to conduct a current research of Oregon Court of Appeals Decisions.

However, to start a search you might ask your local attorney to check out these cases and determine if the decisions are still valid:

Mann vs Wetter 785 Pac. 2nd 1064; Or. App. 1990

Landren vs Hood River Sports Club, Inc. 2001 U.S. Dist. LEXIS 21515

I believe that these decisions hold that: The Oregon Courts have ruled that waviers relating to sport activities are not against public policy. Since sport businesses do not provide an essential public service, any economic advantage in bargaining that a small business may have over customers will not create unequal bargaining power since customers have a multitude of alternatives.

"A wavier is governed by the principles of contract law and will be enforced if there is ( 1 ) no violation of public policy [ GBE: Like California Public Utility Code 5513 ] or ( 2 ) if the wavier is not adhesionary".

Beth Miller and I agree that a formal Passenger Briefing could be very important in the defense of an injury claim. I advise each pilot to create his/her own briefing statement [ for example there is a difference of opinions about should the Paxs face forward in the direction of the flight, face backwards, or lean the side of their body against the leading side of the basket.] The important consideration is to be thorough and consistent. Yes, any Defense Attorney would advise you to have the Pax sign the printed Briefing Statement and have the signature witnessed and Notarized -- that's a bit too much for me ! There is a sample Pax Briefing at the IMC web site. Yours will be better ! Do not attach it to, or incorporate it into the Release Agreement.

It is my personal opinion that the Release Agreement promoted by John M. Griffin and The Schantz Agency will not prevail at a Motion for Summary Judgment or at Trial. To my knowledge, the TSA thing has never been tested by a Court of any State.

Waiver's

[GBE: some might advise that this should be on the Balloonists' Web Site. I do not think that this would be necessary. ]

Let's hear your comments. To prime the discussion, here are a couple thoughts I have.

Have a checklist for the format and content of the briefing and use it when briefing passengers. The items to cover may vary from balloon to balloon or pilot to pilot. Having a consistent presentation that is documented may help in your defense. You should hear the oral Pax Briefing by Kim and Dave Lynch -- WOW - very thorough and always very consistent.

Determine the time to conduct the briefing(s) and make it consistent with all flights. We all are familiar with the pre liftoff briefing, but is this the best time to insure the passenger's attention. Should the briefing be held before they approach the balloon and the pre liftoff briefing used to review the material?

Have the passengers PRACTICE the landing position --- AGAIN -- until they do it before the pilot completes the Order: " Prepare for Landing" !

Have witnesses other than passengers to your briefing. This again may help in your defense with an impartial documentation of who said what when. Try to eliminate the Jokes and distracting comments. Assume that this will be on Video and the Judge and the Jury of the Victim's Peers will hear everything !

Waiver's

There has been much discussion recently about the use of, requirement for, waiver forms to inform passengers of the risks associated with a Hot Air Balloon flight. Many great suggestions have been made about the content and use of waiver forms.

Now, there is a new wrinkle being bantered about; the need to have passengers read, understand, and sign a form that they have been given a pre flight briefing. My question is this necessary? What practices would/do you follow to insure passengers receive a comprehensive briefing prior to the flight?

Another wonderful Spring Day in the Tulips

Like yesterday the Tulips were absolutely beautiful this morning. Unlike yesterday we beat the bulk of the photographers out this morning. Today 3 Balloons set up and launched from the East field and drifted slowly across the tulip display field before climbing and turning south. There was no box working this morning and a bit more travel. With L & V conditions near the surface and both North and South travel higher up we could pick our flight direction by changing altitude. We ambled over the display field then climbed and flew across the road while watching Derek Hancock play in the pond behind the sheds. We followed him down and managed to contour and splash the entire length of the pond. Justin Luber launched behind me and was able to watch us. Derek climbed high to catch a wind going northeast while we stayed at mid height and proceeded southwest. I landed at a remote control aircraft air park and Justin followed me down.

All in all a fantastic weekend to kick of the flying season. Can't thank the Iverson's enough for their generous hospitality allowing the balloons to fly from their event.

Wooden Shoe Tulip Fields Flight This Morning

hello all, what a beautiful day this morning. 5 balloons showed up to the wooden shoe tulip fields and gave amazing color to the visitors. The winds were light and variable and a very rare box was in effect today. All balloons landed 1 field over from where they took off several of them going up and coming back giving the people there quite a show. Thank you to all that were there today. It was a lot of fun.

Now back to enjoying the weather- can you believe it today?

Don Cameron gave an interesting speech on his involment in the creation of the hot air balloon. He had some great stories of flying and building some great balloons. It was a wonderful dinner and great to listen to one of the guys that paved the way for what we enjoy today

Crew Safety- Landowner Relations

This was another excellent class put on by Gordon. This was on landowner relations.
" Ballooning is 10 percent ballooning and 90 percent people skills."

If you rearrange the letters of landowner relations you get two things: Land now or later, Land Now, No Sir

Formula for danger: 1 balloonist, 1 landowner and bad relations could lead to havoc for decades. His example was that in Illinois, someone landed on a piece of property at a community surrounding a lake. The pilot was rude, the crew tore up his property and after the flight they had the celebration in the field. That person now hates balloons. He went onto become the mayor of this community and the first thing he did was now make it illegal to land a balloon within this community. This community has 38,000 people in it and growing every year.

Remember, that not only the balloon landing in the wrong area can cause bad relations, but also the actions of crew members. Most people don't realize that each balloon has a chase vehicle. They associate seeing a trailer with balloons on the side and anything that you are doing to make them mad, they see it as all balloons not just that one. Train your crew to be polite and remind them that their actions could cause a bad experience and ruin it for all balloonists in the area and those coming to the area.

If you are in a situation where damage is evident, and you have the option of injuring an animal or damaging the crops, choose the crop every time. Vet bills can run very large and people are very attached to their animals.

Crew Safety- Accident Prevention

This session was a great session and very well put together. Gordan ( he is the one that writes the crewing essentials book and has a long last name) has been crewing for about 20 years and he was a wealth of knowledge today.

Some of the key things he touched on today: "There is no other person that knows the pilot, flying area and the skills of that person better than the crew." He was talking about the ability to know when to let the pilot know that something is wrong and if he values you as crew he is also going to value your opinion if something is wrong.

Have someone on the crew trained in First Aid/CPR. He knew of at least 7 different pilots that have had heart attacks while flying and coming in for a landing. Having someone trained is a necessacity

Make sure that your crew chief knows how to give full passenger briefings. If the passenger has been told several times they are more likely to remember it during the landing.

Always have emergency contact info for the area you are flying taped to the visor of the chase vehicle. Another great option is to hang it from the mirror.

Great weather tip- call Flight service before you launch, call your crew before you land to find out how things have changed since you received the tip.

Good Idea: have a fire extinguisher on the fan. If the fan tips over and gas spills, you are going to have a major event within seconds of that happening. Keep it close by if you don't want to mount it to your fan

Great idea- place a blanket or flag over both your tie off lines and your crownlines. This helps people see these better and don't run into them causing injury to themselves.

Release of Liability Session

I am adding some of the great notes from the session I attended on Release of Liability by club member Gary Bruce Eaton who lives in California. Gary is an attorney and his releases have been tested and won in the state of California.

He stated that you should have both your crew and passengers sign a release. Have your crew sign one at the beginning of the year. "Remember, it is not your everyday crew that is going to sue you if a crew member gets hurt, it is going to be the family of the crew that could potentially sue you."

If you crew does something that causes harm to someone, you could be held liable for the negliance of your crew.

Beth Miller from IMC insurance stated that if you send your release of liability to her and agree to use it there is a reduction on your rates.

Eaton stated that you "not only have a moral obligation to tell your passengers about the risks of hot air ballooning, you also have a legal risk."

Your release should state to please sign in your own handwriting that you have read and agree to the terms of the release.

It is a good idea to compare signatures of those on their drivers license and those that are on the paper so they can not say that is not my signature.

Remember, the best advice is to check with your local attorney regarding release of liability.
This class was very informative. I will have my book that I received from the convention at the club meeting. You can glance at it during the meeting.
